The Army Technology Transfer Program uses a variety of agreement mechanisms for the Army to partner with commercial, academic, or other private entities for mutual benefit. Army modernization is enhanced by engaging with private partners in research, development, testing, and engineering activities by using various collaborative agreements. These agreements add expertise, augment capabilities, enhance facilities, and provide other resources for the exploration, development, and potential commercialization of civilian or dual-use technologies. This is done through patent license agreements, which leverage an Army or joint-owned invention and commercial interest to make a manufactured commercial product that can be used or adapted for military purposes.
T2 agreements form research and development partnerships between Army laboratories, technical centers, and non-federal entities. The Army executes an investment strategy that delivers technology enabling force modernization. The Army’s six modernization priorities will drive materiel development for the Multi-Domain Operations (MDO) capable force. Eight Army priority research areas advance Army modernization through discovering, developing, and proving state-of-the-art technologies.
