T2 BUSINESS PLAN REQUIREMENT


Technology transfer business plans, including intellectual property (IP) management plans, exist to document and communicate the priorities, goals, and plans related to all technology collaborations and commercialization agreements [i.e., Cooperative Research and Development Agreements (CRADAs), Commercial Test Agreements (CTAs), Patent License Agreements (PLAs), etc.] with non-federal partners [e.g., industry, academia, non-profit, state and local government]. 

Technology transfer (T2) business plans should include laboratory or center mission, core competencies, priorities, objectives, and plans for research, development, test, and evaluation collaborations and commercialization. These plans should also include the ORTA's organization, resources (e.g., personnel, equipment, facilities, IP) that can contribute to collaborative opportunities, near and far term objectives, and strategy.  T2 training plans for ORTA staff and the science and engineering workforce should be provided. Business plans should also include the IP management plans to generate, protect, and commercialize IP through patent licenses and other agreements.

An IP management plan, included in the T2 business plan, documents the procedures and evaluation criteria to identify, protect, and exploit Army-owned IP.

IP management plans will, at a minimum, contain the following elements:

 
  • Policies and procedures for the generation and identification of Army-owned IP
     
  • Policies and procedures for the protection of Army-owned IP
     
  • Policies and procedures for the exploitation of Army-owned IP, including the processes used for managing the licensing of IP and corresponding IP commercialization efforts
     
  • Policies and procedures for evaluating when and with whom Army organizations should partner with for research and development activities
     
  • Policies and procedures for developing and disseminated IP training within their organizations
     
  • Policies and procedures for disclosing IP, technical data packages, and other technical results within and external to the Army
